The US Navy needed a way to assess thousands of sailors without labs, so in 1984 its researchers (Hodgdon & Beckett) measured servicemembers with both underwater weighing — then the gold standard — and simple circumferences, and fitted equations linking the two. The insight that makes it work: where you store fat is predictable. Men accumulate it first at the abdomen, women at the hips and waist, while the neck stays comparatively lean and stands in for frame size. The waist-minus-neck contrast (plus hips for women), scaled by height, recovers fat percentage to within roughly ±3–4 points of lab methods for most adults — remarkable for sixty seconds with a tape.
A man of 5′10″ with a 15-inch neck and 34-inch waist gets an estimate of about 17.4%— top of the ACE “fitness” band. If he weighs 180 lb, that splits his body into roughly 31 lb of fat and 149 lb of lean mass (muscle, bone, organs, water). Those two numbers are more useful than the percentage itself: someone cutting weight wants the fat number falling while the lean number holds, and someone bulking wants the reverse. Note the formula’s sensitivity — the same man at a 36-inch waist reads about 21.1%, nearly four points higher from two inches of tape. That is by design: abdominal girth tracks visceral fat, the kind most associated with metabolic risk, so the formula weights it heavily.
A half-inch of tape error moves the result by roughly a percentage point, so consistency beats precision. Measure in the morning before eating, standing relaxed — not sucked in, not pushed out. The tape should be snug enough not to slip but never compress the skin. Men measure the waist at the navel; women at the narrowest point, plus hips at the widest. For the neck, wrap just below the larynx, sloping slightly downward to the front. If two consecutive measurements differ, take a third and use the pair that agree. Above all, re-measure under the same conditions: the trend across a month of consistent readings is trustworthy even if any single reading is a point off.
The ACE categories are descriptive ranges, not grades. “Average” (18–24% for men, 25–31% for women) describes the population, and sitting there carries no automatic health verdict. The female scale runs higher throughout because women’s essential fat — the minimum for hormonal and reproductive function — is around 10–13% against 2–5% for men; a woman at 25% (say, 5′5″, 13-inch neck, 28-inch waist, 38-inch hips, which reads 25.7%) and a man at 17% can be at equivalent fitness. Chasing the bottom bands is also not free: sustained essential-fat levels impair hormones, immunity, and bone health in both sexes. If your estimate sits far above the average band, the useful response is the same as with any screening number — confirm the trend over a few weeks, then act on diet and training, using the calorie calculator to set the energy side of the plan.
DEXA scans and hydrostatic weighing are more accurate but cost money and access; bioimpedance scales are convenient but swing several points with hydration; calipers rival the Navy method only with a practiced tester. The tape method’s ±3–4% error is real, but it is stable error — your technique and body shape bias it consistently, so changes over time are measured much more accurately than the absolute level. It estimates body-fat percentage from circumference measurements — neck and waist for men; neck, waist, and hips for women — combined with height in a validated regression formula (Hodgdon & Beckett, 1984). It is accurate to within roughly ±3-4% for most people.

ACE guidelines: for men, 6–13% is athletic, 14–17% fitness, 18–24% average, and 25%+ obese. For women (who carry more essential fat), 14–20% is athletic, 21–24% fitness, 25–31% average, and 32%+ obese.
It answers a different question. BMI classifies weight for height; the Navy method estimates actual fat percentage, so it distinguishes a muscular person from an over-fat one. For lab-grade accuracy you would need DEXA or hydrostatic weighing.
Essential fat — the minimum needed for hormones, organs, and cell function — is around 2–5% for men but 10–13% for women, reflecting reproductive physiology. The ACE bands shift every category upward for women accordingly; comparing your number against the other sex’s scale is meaningless.
Every 2–4 weeks is enough. Tape measurements shift with food, water, and time of day, so measure under the same conditions each time (morning, before eating, relaxed) and watch the trend across several readings rather than any single result.
The formula is deliberately waist-sensitive: for a typical man, adding two inches at the waist with nothing else changed raises the estimate by 3–4 percentage points. That sensitivity is a feature — abdominal circumference tracks the visceral fat most associated with health risk.
